Michael "Omar" Bradley

Michael Bradley is the President of SecuriFense, Inc. Mr. Bradley served in the United States Air Force for 26 years before retiring as a Colonel in 2004.  In addition to his over 3,000 hours of flight time in F-4, F-14, and F-15E aircraft, he held an assortment of military staff and command positions.  Mr. Bradley was an initial cadre member of the United States Northern Command, which was established to defend America's homeland following the attacks against our nation on September 11, 2001.  He completed his military career as the J55, Chief of Homeland Defense Plans for the United States Northern Command.  Mr. Bradley joined General Dynamics Advanced Information Systems in 2004 where he successfully managed multiple Homeland Defense, Homeland Security, and Intelligence Community opportunities.  He left General Dynamics in 2010 to launch SecuriFense, Inc.  He is a graduate of the United States  Air Force Academy and earned his  Master of Business Administration degree from National University.

Shaw AFB Strategic Planner Description: 

This effort supports USARCENT Operational Sustainment and USARCENT G-5, Strategic Plans and Policy, on all matters pertaining to planning, theater strategy, and policy in the USCENTCOM AOR. Contractor personnel shall have relevant experience within the USCENTCOM AOR, and shall be able to demonstrate experience and qualifications with related professional certifications, education, and work history.


Additional responsibilities include, but are not limited to:

· Analyze DoD and Department of the Army (DA) guidance, directives, and Plans to assist with developing, presenting, and executing supporting Plans 

· Assist with forecasting long-term resource requirements in support of the USARCENT Campaign Plan and long-term operational strategy 

· Synchronize various planning functions within the USARCENT G-5 Strategic Plans and Policy, and coordinate with all affected staff organizations and subordinate unit commands 

· Maintain situational and operational awareness in order to provide recommendations and technical expertise in the development of future Plans and policy related efforts 

· Attend and monitor various battle rhythm meetings and briefs to inform and support planning efforts 

· Assist with developing and updating Level I (Commander’s Estimate) thru Level IV OPLANs

· Review plans to ensure they are comprehensive and are in compliance with directives and guidance from HQDA, USCENTCOM, and the Commander of USARCENT in achieving operational objectives, and provide recommendations for updates 

· Coordinate with USCENTCOM and component plans directorates to help ensure plans are nested with the planning efforts of higher and adjacent headquarters within the USCENTCOM area of operations 

· Review current situation, assess national and theater strategy, and review national and international security considerations for the CENTCOM AOR from an Army Service Component Command (ASCC) perspective to provide analysis and recommendations for theater posturing 

· Assist the Plans Branch in developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander’s theater strategy, campaign plans, OPLANs and OPORDs 

· Assist the Plans Branch in developing OPLANs for mobilization and deployment 

· Review and provide analysis, comments, and summation of the Unified Command Plan, Contingency Planning Guidance, and Defense Planning Guidance and the Joint Service Capabilities Plan (JSCP) 

· Participate and collaborate in joint operations planning to develop campaign plans, OPLANs, and OPORDs for the Geographic Commander 

· Assist with developing ASCC support OPLANs and CONPLANs

Experience: 

· Minimum of two years of experience with the Military Decision Making Process (MDMP). 

· Minimum of five years of combined experience in operational and strategic level planning. 

· Minimum of two years of experience within the USCENTCOM AOR managing, planning, programming, supervising, and executing Plans at the theater army level along all warfighting functions.

Shaw AFB Operations Research and Systems Analyst (ORSA) Description: 

This effort supports USARCENT Operational Sustainment and USARCENT G-5, Strategic Plans and Policy, on all matters pertaining to planning, theater strategy, and policy in the USCENTCOM AOR. Contractor personnel shall have relevant experience within the USCENTCOM AOR, and shall be able to demonstrate experience and qualifications with related professional certifications, education, and work history.


Additional responsibilities include, but are not limited to: 

· Provide ORSA expertise to plan, coordinate and conduct analysis related to Line of Effort (LOE) modeling and assessment of Third Army/US Army Central’s (USARCENT) mission activity for USARCENT’s Area of Responsibility (AOR). This responsibility covers campaign assessments, country assessments, contingency assessments, and assessments for specific operations and exercises. 

· Coordinate and develop qualitative and quantitative metrics including Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) to assess progress towards achievement of USARCENT campaign plan objectives and desired effects. Identify critical data elements and indicator variables; design data collection plans; and organize data reduction and analysis activities. 

· Develop MOPs and MOEs which support the accomplishment of USARCENT campaign plan objectives, operational goals and desired effects. 

· Provide analytical and planning support to operational planning requirements. Responsible for evaluating current data within the assessment model and for preparing applicable sections of briefings to senior officers and the command group. Identify trends in operational conditions that affect USARCENT campaign plan execution. Evaluate reported information with respect to predetermined criteria and target thresholds, and then prepare statistical results for briefing to senior staff and general officers. 

· Provide campaign objective assessment development and analysis of courses of action in support of crisis action and deliberate planning requirements and ongoing operations in support of Overseas Contingency Operations, and no-notice support of real world events and exercises. 

· Serve as primary or alternate analyst in support of Boards, Bureaus, Centers, Cells and Working Groups (B2C2WG), including: the Unified Land Operations LOE WG; the Set the Theater LOE WG; the Shape LOE WG; the Enhance the Force WG; the Commander’s Communication Strategy WG; and related Operational Planning Teams (OPT) as required. 

· Train, mentor and provide recommendations to staff on best practice methods to produce timely analysis and to synthesize recommended solutions. 


Experience: 

· Experience in developing Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) which support accomplishment of campaign plan objectives, operational goals, and desired effects. 

· Masters of Science Degree with documented coursework in operations research, industrial/systems engineering, systems analysis, or related field

· Ability to implement and apply familiarity with common qualitative and quantitative assessment tools and methodologies in the conduct of daily operations

· Five years military experience (Active Duty or DA Civilian), working on classified networks and interfacing with military staffs at the operational and strategic level

· Ability to manage and operate assessment frameworks within the Strategic Management System software platform

· Demonstrated superior written and verbal communication abilities

NCR Combat Air Force (CAF) Capability Analyst Description: 

  

· Experience in fighter aircraft, global strike, bomber aircraft, or Unmanned Aircraft Systems

· Provide technical and analytical expertise and support to investigate, analyze, and assess existing and emerging Air Force roles, missions, and capabilities, and those of sister-Services and Combatant Commands, for wargame design, objective analysis/assessment, manning, execution, and adjudication of gameplay. 

· Evaluate options for future Air Force roles, missions, and capabilities. 


Responsibilities:

· Organizes, manages, and facilitates wargame participants to achieve game objectives

· Conducts open source and classified research and analysis related to Air Force strategy and concept development, strategy implementation, and participation in defense strategy review

· Contributes to development and execution of wargame design, objective, and analysis plans to include e.g.

     o Wargame scenarios

     o Wargame force structures and order of battle

     o Wargame manning

· Contributes domain or functional subject matter expertise to wargaming

· Participates in other wargames when appropriate

· Drafts notional Joint Planning products e.g. Concepts of Operation and/or orders/directives

· Contributes to data collection during wargame events

· Conducts post‐game analysis and drafts wargame reports

· Develops and delivers briefings of post‐game outcomes for senior leaders and stakeholders

· Assists in accomplishing staff taskings/actions when appropriate


Required Relevant Skill Areas: 

· Leadership and expertise is necessary in Joint Publication 5-0, Joint Planning--specifically the Joint Planning Process (JPP) at the strategic and operational level, to be able to shape current and future wargame planning activities. 

· Undergraduate degree with a minimum of five years in a military operational unit (squadron level) plus at least two years in an assignment above the Wing or equivalent level (i.e. CCMD, MAJCOM, AOC, etc.). 

· Two years of experience in wargaming, concept development, strategy development, strategic planning, or strategic assessments. 

· Possess excellent oral and written communications skills. 


Desired Relevant Skill Areas:

· Documented experience in and working knowledge of DoD staffing 

· Knowledge of DoD or Service-level planning and programming

· Recent experience in military air operations and airspace integration.
